Top Public Universities and Colleges (2009-2010)

This article ranks the top public universities and colleges in the United States by average (midhinge) SAT scores for recent enrollees.

The SAT college placement exam comprises three sections: Critical Reading, Math, and Writing. Each section of the SAT is worth a total of 800 points; therefore, a perfect score is 2400.

Ranking universities and colleges nationwide by average SAT scores is the best methodology for several reasons. First, top public universities and colleges invariably report SAT scores, but not necessarily ACT scores. Second, there is an especially strong inverse correlation between average SAT scores and institutional acceptance rates; that is, the public universities and colleges whose enrollees have the highest average SAT scores tend to be the most selective institutions. The r-statistic for average SAT scores and acceptance rates is -.41 (p-value of .01). Lastly, it is implicitly recognized that SAT scores are the gold standard when applying to elite public universities and colleges. By way of example, 97% of enrollees at the University of Virginia proffered SAT results while only 26% submitted ACT scores. Similarly, 98% of University of California-Berkeley enrollees submitted SAT scores while just 34% proffered ACT results. And, even in the Midwest where sitting for the ACT exam is considerably more prevalent, 40% of enrollees at the University of Michigan tendered SAT scores.

The following are the top public universities and colleges in the United States along with their locations, average SAT scores, acceptance rates, and enrollment rates. Specialty colleges and universities with limited courses of study, and institutions with “open admissions” policies, are not included in these rankings.
