Another store to check out is Five Below (if there is one near you). They sometimes sell baskets and there everything in that store is less than five dollars.
Some people may choose to use tissue paper and others may not. If you choose to use it, you can get packs of it for near one dollar each, which is a great deal. Even if you only need one for the gift basket, you may need the others later on. You can find tissue paper in white or other colors, plain or with patterns. Places to check for tissue paper include The Dollar Tree, Wal-Mart, Target, Five Below, and The Family Dollar.
Now, the baby items and brands you include in your basket will depend on the baby and parents you are making this basket for, the brands and stores you choose, and of course your budget. But a general idea of what you could include would be bottles, pacifiers, bibs, rattles or other baby toys, and stuffed animals appropriate for babies. Of course, they do make baby bath and body products, such as shampoo, body wash, and lotion. For diaper rash you can include A&D Ointment and for teething you can include teething rings and teething tablets.
Other products to include, but may bring up the price, would be diapers and outfits. I do know from looking that you can find some cute outfits at decent prices at The Family Dollar.

If you really want to hit the jackpot, then I can tell you from experience that The Burlington Coat Factory has a lot of great baby products for really good prices. I have gotten baby outfits, toys, bottles, and bibs there, and I think the most I paid for an item was around $6 (and that was the outfit). I definitely recommend that store to anyone looking for reasonable and nice baby items.
