Sniping is one of the hardest skills to master on any Call of Duty game. It requires vigilance, and a little common sense.
Finding a spot to shoot is instrumental in being a good sniper. When choosing where to shoot you should take several things into account. First, you have the cover. There are two types of cover, bullet protection, and camouflage. Bullet protection can include most thick walls, barrels, blown up cars, and pretty much every other solid object. Beware that bullets can go through some substances. Camouflage basically means trying to blend in with the color you chose when selecting your gun. Desert colors will not work well when hiding in a bush, nor will woodland colors on a desert map. In addition, you must make sure your sniping spot isn’t where the enemy thinks it will be. Try to think out of the box when choosing a spot. Lastly, you can’t be too close to enemies.
Once you pick your place, you should get to the lowest stance possible. Remember you still need to have a good view. An important thing to remember is to pick your shots. You may have an easy shot at one guy, but you would risk giving away your location to his buddy. So, you would want to shoot whoever seems the most threat first. This Especially includes anyone that is remaining stationary in a window.
As a sniper, you will be hunted. So you must know when to move. If you kill one or two guys and the enemy doesn’t respond, shoot a few more times. However, if there is a sudden lack of things to shoot at, its time to move. Some matches you might only move twice, sometimes you’ll need to move every 15 seconds.

I would recommend either the M40A3 or the Draganov.
Countering the snipers. Countering the snipers is a difficult job. You must either snipe them back, or come around from behind.
Location: Finding a sniper is very easy on core modes, as you have the mini map. However, on hardcore you must listen for the shots, and try to judge where it came from. If you listen closely it is easier to tell the distance. Dead silence will help with hearing. Once you have an idea where they are, you can begin to flank the obvious places.
Killing, when you kill a sniper from behind, you must do it silently. Failing to use a knife or silenced weapon generally results in a quick death. If you knife, beware of Martyrdom.
silenced smgs, or you can use a grenade launcher if you are good enough to aim them well.
Preferably use the PN-90
Uav Jammer and dead silence will help you get to the scene quickly. Bomb Squad is essential unless you like death by claymore.
